The Marrakech Heritage Association organizes “Wednesday Talk Group,” an activity regarding “Evaluation of the Higher Education System” with a group of professors and student researchers.
In attendance was Youssef Mazdou, Program Assistant for the Legal Clinic in Marrakech, a program supported by the National Endowment for Democracy (NED), represented the High Atlas Foundation (HAF) and its partnership with Cadi Ayyad University, the UCAFaculty of Legal, Economic and Social Sciences in Marrakech, and the Legal Clinic Association for Studies and Research.
The meeting focused on discussing points of importance in relation to the advancement of higher education:
- Aspirations of the higher education system
- Ideas for the development of the higher education system
- Proposals to enhance the higher education system
This discussion falls within the regional debates for the advancement of higher education called for by the Minister of Higher Education, Scientific Research and Innovation, Mr. Abdellatif Miraoui.
In one of his talks, the minister mentioned that such regional debates are the cornerstone of the creation of a new university model that meets international specifications and provides the appropriate environment to train tomorrow’s leaders, develop their skills, and sharpen their creative abilities.
The minister highlighted the role of the university as a space for dialogue through the organization of seminars and discussion panels on a continuous basis. These discussions, he emphasizes, must relate to economic, social, environmental, and developmental challenges to provide the appropriate conditions for the success of the academic and scientific path of students through effective educational guidance in higher education institutions.
- Aspirations of the higher education system:
One expressed aspiration is to improve the faculty to student ratio within university institutions. Another is to establish an information system for data collection by cooperating with various civil society associations and non-governmental organizations that are interested in the field of higher education and scientific research. Finally, it is a goal to strengthen the capabilities of students in a way that enables them to constantly adapt to the work environment to restore hope for young people through quality training.
- Ideas for the development of the higher education system:
- Addressing the problem of waste in institutions
- Integrating university graduates into the labor market
- Activating sports and cultural activities for the benefit of university students in order to build the students’ interests
- Communication between upperclassmen and first-year students for tutoring and orientation purposes
- Strategic planning for university training needs and ways to meet them
- Activating the mechanisms of leadership and management in universities
- Activating the appropriate mechanisms for student orientation and reorientation
- Suggestions for the higher education system:
- Given that the bachelor’s, master’s and doctorate systems are an entry point for openness, it is necessary to have a classification list of fields of study and specializations in order to achieve a dual goal, which is to better inform the scientific orientation of a course or a training program.
- Creating a spirit of community within the university and consolidating a culture of counseling, in exchange for openness to the societal components participating in this regard.
- Implementation of the principle of placing the student at the heart of the formative process, and enabling them to build their academic path, as the assessment issued by students has become an indicator of good performance and plays a role in the classification of universities. The students’ views and perceptions are important in improving learning and ensuring the proper functioning of the university to meet the needs. All of the above can enhance the student-centered approach to training, given that they are the first contributors and beneficiaries from the process.
All in all, the activities of this meeting revolved around a high-level panel discussion in which everyone expressed their willingness to contribute to deepening the orientations of the higher education system with its various components to reach a roadmap that raises the level of achievement of the expected goals and results.

حضرت مؤسسة الأطلس الكبير ممثلة من طرف السيد يوسف مزدو مساعد مدير مشروع العيادة القانونية بمراكش في إطار الشراكة المبرمة بين جامعة القاضي عياض – كلية العلوم القانونية والاقتصادية والاجتماعية بمراكش – وجمعية العيادة القانونية للدراسات والأبحاث، وبدعم من الصندوق الوطني للديمقراطية
اهتم اللقاء بمناقشة مجموعة من النقاط التي صب اهتمامها في منحى النهوض بالتعليم العالي ركزت بالأساس على مايلي
- تطلعات نظام التعليم العالي ؛
- النقاط المخصصة لنظام التعليم العالي لتطويره ؛
- إقتراحات نظام التعليم العالي ؛
يندرج هذا النقاش ضمن النقاشات الجهوية للنهوض بالتعليم العالي التي دعا إليها وزير التعليم العالي والبحث العلمي والابتكار ، السيد عبد اللطيف ميراوي ، حيث أقر في إحدى مناظراته بأن هذه المناظرات ما هي إلا تتويج لإنشاء نموذج جامعي جديد قائم على أقطاب جامعية بمواصفات عالمية توفر الإطار المناسب لتشكيل كفاءات الغد وتطوير مهاراتهم وقدراتهم الإبداعية ، مسلطاً الضوء على دور الجامعة كمساحة الحوار من خلال عقد الندوات وحلقات النقاش بشكل مستمر حول القضايا المتعلقة بالتنمية الاقتصادية والاجتماعية والبيئية لتوفير الظروف المناسبة لنجاح المسار الأكاديمي والعلمي للطلاب من خلال التوجيه التربوي الفعال بمجرد دخولهم مؤسسات التعليم العالي
- تطلعات نظام التعليم العالي
زيادة نسبة الإشراف داخل المؤسسات الجامعية وإنشاء نظام معلوماتي لجمع البيانات مع ضرورة تطوير علاقات التعاون والشراكة مع مختلف جمعيات المجتمع المدني والمنظمات غير الحكومية المهتمة بمجال التعليم العالي والبحث العلمي ؛ تعزيز قدرات الطلاب بطريقة تمكنهم من التكيف باستمرار مع بيئة العمل لإعادة الأمل للشباب من خلال جودة التكوينات
- النقاط المخصصة لنظام التعليم العالي لتطويره
- معالجة مشكلة الهدر الجامعي في المؤسسات الجامعية وإدماج الخريجين في سوق الشغل
- تفعيل أنشطة رياضية وثقافية لصالح الطلبة في الجامعات والأحياء الجامعية من أجل بناء شخصية الطالب
- التواصل بين الطلبة القدامى والطلبة الجدد بهدف المرافقة والمصاحبة

- بالنظر إلى أن نظام الإجازة والماستر والدكتوراه نقطة مدخل للإنفتاح ، فإنه من الضروري أن تكون هناك قائمة تصنيفية لمجالات الدراسة والتخصصات ، من أجل تحقيق هدف مزدوج ، وهو إعلام التوجه العلمي بشكل أفضل لمسلك أو لبرنامج تكويني ما
- خلق روح المجتمع داخل الجامعة وترسيخ ثقافة الإرشاد ، مقابل الانفتاح على المكونات المجتمعية المشاركة في هذا الشأن
- تنفيذ مبدأ وضع الطالب في قلب العملية التكوينية ، وتمكينه من بناء مساره الأكاديمي حيث أصبح التقييم الصادر عن الطلبة مؤشرا على الأداء الجيد ، ويلعب دورا في تصنيف الجامعات ، حيث تعتبر وجهات نظرهم وتصوراتهم مهمة لتحسين التعلم وضمان حسن سير الجامعة لتلبية الاحتياجات ، على أساس مبدأ أن الطالب هو الفاعل والمستفيد الرئيسي من التعليم ، هذا الإجراء من شأنه أن يعزز نهج التكوين المتمحور حول الطالب
بشكل عام ، شكلت فعاليات هذا اللقاء حلقة نقاش رفيعة المستوى ، حيث أبدى الجميع استعدادهم للمساهمة في تعميق توجهات نظام التعليم العالي بمكوناته المختلفة للوصول إلى خارطة طريق ترقى إلى مستوى تحقيق الأهداف والنتائج المتوقعة
